UCR Condemns Arakan Army Threats Against Rohingya Villages in Northern Rakhine

The United Council of Rohang (UCR) has expressed deep concern and strongly condemned recent actions by the Arakan Army that have placed thousands of Rohingya civilians at serious risk in northern Rakhine State.


According to information received by UCR from credible local sources, an emergency meeting was convened on 20 December 2025 by an Arakan Army officer at the Arakan Army–controlled Leik Ya Camp, following the escape of three Rohingya detainees from the facility. Residents from four Rohingya villages—Leik Ya Kyauk Chaung, Kyun Pauk, Pyu Su, and Yay Twin Pyin—were summoned to the meeting.


During the meeting, villagers were reportedly collectively blamed for the escape and were threatened with eviction and forced relocation. Community members were ordered to vacate their homes, raising fears of imminent displacement.


In its official statement, UCR described the actions as a form of collective punishment, emphasizing that holding entire communities accountable for the actions of a few individuals constitutes a grave violation of fundamental human rights and international humanitarian principles.


“Collective punishment, intimidation, and threats of mass eviction against civilians—particularly an already vulnerable population—are unacceptable,” the statement said.

UCR warned that the threats have generated widespread fear and panic among Rohingya families, including women, children, and the elderly, who now face the risk of losing shelter and being subjected to further abuses.


The council urged the Arakan Army to immediately halt all threats, intimidation, and eviction orders directed at Rohingya civilians. It also called on the United Nations, international human rights organizations, and the global community to closely monitor the situation and take urgent action to ensure civilian protection.


UCR further appealed to all relevant stakeholders to uphold international humanitarian standards and ensure accountability for violations against civilians.


Reaffirming its position, the United Council of Rohang stated that it stands in solidarity with the affected villages and remains committed to advocating for the safety, dignity, and fundamental rights of the Rohingya people wherever they reside.
